Tổng số tiền vị lãnh đạo Thủy điện Quế Phong (QPH) bị xử phạt chứng khoán là 75 triệu đồng. Ngày 10/1/2023, Ủy ban Chứng khoán Nhà nước (UBCKNN) ban hành Quyết định xử phạt vi phạm hành chính đối với ông Lê Thái Hưng (phường Mỹ Đình, quận Nam Từ Liêm, TP. Hà Nội).

Cụ thể, ông Hưng bị phạt 5 triệu đồng về hành vi giao dịch ngoài khoảng thời gian Sở Giao dịch Chứng khoán Việt Nam hoặc công ty con công bố thông tin.

Theo công bố thông tin từ Sở Giao dịch Chứng khoán Hà Nội (HNX), vào ngày 20/11/2018, ông Lê Thái Hưng, Tổng Giám đốc CTCP Thủy điện Quế Phong (Mã QPH - UPCoM) đăng ký mua 1.500.000 cổ phiếu QPH từ ngày 21/11 - 18/12/2018. Tuy nhiên, cá nhân này đã mua trước 20.000 cổ phiếu trong ngày 19/12/2018.

Đến ngày 25/12/2018, HNX công bố việc ông Thái Hưng tiếp tục đăng ký mua 1.462.000 cổ phiếu QPH từ ngày 26/12/2018 - 18/1/2019. Trước đó, ông Hưng cũng đã mua 10.000 cổ phiếu vào ngày 25/12/2018.

Ngoài ra, vị lãnh đạo QPH bị phạt tiền 70 triệu đồng do không công bố thông tin khi sở hữu từ 5% số cổ phiếu có quyền biểu quyết của một công ty đại chúng.

Ngày 1/6/2020, ông Lê Thái Hưng mua 10.000 cổ phiếu của CTCP Đầu tư HP (NYSE:HPQ) Việt Nam (Mã KDM) dẫn đến số lượng cổ phiếu (tỷ lệ) sở hữu tăng từ 324.000 cổ phiếu KDM (4,99%) lên 334.000 cổ phiếu KDM (5,13%) và trở thành cổ đông lớn của KDM. Tuy nhiên, ông Hưng đã không báo cáo HNX.

Đến ngày 18/1/2021, ông Hưng thực hiện bán 46.500 cổ phiếu KDM (dẫn đến khối lượng nắm giữ sau giao dịch giảm từ 364.000 cổ phiếu (5,12%) xuống 317.500 cổ phiếu (4,47%) và không còn là cổ đông lớn của KDM) nhưng không báo cáo HNX.

Đến thời điểm hiện tại, ông Lê Thái Hưng vẫn là Thành viên HĐQT tại Thủy điện Quế Phong với tỷ lệ nắm giữ vốn là 7,18% - tương ứng hơn 1,3 triệu cổ phiếu.
